Poor boy was literally living in hell.  Chained to a porch with no food and water this poor guy would break off his chain and run across a very busy street to find food.  A concerned citizen called animal control, then called us to come assist.  Luckily the owner of the dog consented to surrendering the dog to us.

He has been rehabilitated and is now ready for adoption.
